In a decisive move aimed at maintaining standards and ensuring compliance, the Noida Authority has issued a stern warning to builders regarding the cancellation of land allocations. The authority’s executives have announced that plots will be revoked if owners fail to obtain completion certificates within the stipulated timeline. This article explores the implications of this directive, the challenges faced by plot owners, and the measures being implemented by the Noida Authority to address these issues.

Noida Authority’s Compliance Directive

According to Lokesh M, the Chief Executive Officer (CEO) of Noida Authority, the organization’s board has issued a final notice to plot owners. Failure to meet regulatory requirements will lead to legal action under prevailing laws. The authorities emphasize that builders are obligated to complete construction and obtain a completion certificate within the assigned time. Not adhering to these regulations could result in the cancellation of plot allocations, which aims at promoting responsible development in the region.

Status of Industrial and Institutional Plots

The Noida Authority is focusing on both industrial and institutional sectors, sending reports on allocated industrial plots and IT/ITeS plots to the state government. This initiative aims to provide plot owners with a final opportunity to either clear overdue payments or complete their constructions. The authority’s board recently reviewed the updated status of these plots as stipulated in the notification.

Industrial Sector Plot Overview

Out of 206 industrial plots, 114 have been declared functional, while four have been canceled due to liabilities and other issues. Currently, 80 plots remain non-functional, including 30 with overdue payments. Discussions with 21 of these plot allottees revealed financial constraints as a significant issue. Some have even requested installment-based payment plans to tackle these challenges. The status of non-functional plots is as follows:

IT/ITeS Sector Plot Review

The institutional category underwent a thorough review, revealing that out of 107 plots, only 16 have received functional certificates while 91 remain non-functional. Initial cancellations were upheld for 29 plots due to lack of construction; however, 18 plots were reinstated following amendment applications. The status of these plots includes:

Moreover, 78 plots have more than 50% of their permissible floor area ratio (FAR) constructed but are still non-functional. Some of these plots were granted extensions until December 2024, while others remain unresolved.

Request for Guidance from the State Government

In light of the ongoing challenges, the Noida Authority has urged the state government to provide guidance on resolving overdue payments and compliance issues. The authority is particularly focused on facilitating payment options, such as installment plans, for allottees facing financial difficulties, as they strive to ensure compliance by the extended deadline of December 31, 2024. Addressing these concerns is deemed essential to achieve functional development in industrial and institutional plots within Noida.
